I can get this to work in my test environment.
Here were the steps I took:
1. Created a new Security Role, do not copy an existing role. The only privilege I have given the role is the User Access level on the Case Entity. Leave the default privileges the system provides on the Business Management tab.
2. Give this role to a user.
3. Log into CRM as this user. Navigate to Cases. They should have no Cases in their My Active Cases view unless they are the Owner of the Case.
4. Log into CRM as another user with privileges.
5. Share a Case to the first user. Give them Read rights to the Case.
6. Log back into CRM as the first user. They will still have no Cases in the My Active Cases view but if they navigate to the All Cases View, they will see the case that was shared with them.
If you are seeing ALL cases regardless of owner in the All Cases view, then you might not have the 890424 hotfix installed in your environment. To verify this you will want to go to the Microsoft CRM server and open the Registry Editor. Navigate to HKLM | Software | Microsoft | Updates | Microsoft CRM | folder to see if this hotfix has been applied. If it has not, please contact me via Email and I can forward the hotfix to you.
